The water in the filler pipe acts as a CLEAN liquid seal. When its level gets below the air intake point due to consumption from the bowl (communicating vessels), it allows some air coming from the filler cap venting hole to bubble into the reservoir, which releases some water to the bowl and filler pipe, which in turn restores the liquid seal and blocks further air and water flow. Competing (inverted-bottle type) systems don't just lack a clean liquid seal since they use bowl water for that, they have NO provision whatsoever to protect the reservoir water from pollution from the drinking area, which makes them hardly more hygienic than a large basin of stagnating water.

1 - Remove the filter from its position in the lower hole of the bowl with the point of a knife.
2 - Clean the filter, bowl + reservoir with bleach (vigorously shake the reservoir) Then rinse thoroughly.
If you are in a hard water area : to descale repeat the process using vinegar.
3 - Press the filter between your thumb and forefinger and push back into its position.
